PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014

EDV PROPOSAL FOR A BOUNDARY CHANGE

development as it traverses the highest density section of the proposal which is
located in the Sunshine Coast local government area and then drains directly
            into Lake Weyba.

Doonan Creek runs into Peregian Springs and then into the Lake Weyba
            catchment.

Six Mile Creek in Doonan runs into Lake MacDonald, Noosa’s other significant
water catchment area and the main source of water for the Shire.

The catchment area for the North Maroochy River includes the Eumundi
township area, one argument against this area being included in a boundary
            change.

However, under planning principles and hierarchies, we argue that community of
interest overrides this water catchment argument.

BENEFITS FOR CHANGE FROM A COMMUNITY PERSPECTIVE

The proposed benefits for a boundary change for the residents of the Noosa
Hinterland to become part of Noosa Shire are:
                 1. First and foremost the community of interest argument in its various
forms as articulated in this submission.
                2. Our strong links - there are so many examples of linkages with
organisations that are in our area and in Noosa and so many Noosa
based organisations who have many members from our area - far more
so than similar linkages with organisations in the Sunshine Coast.
                3. Our geography - For many of us the obvious fact that we are so
geographically aligned and closer to the key centres in Noosa Shire than
the Sunshine Coast Shire is a “no brainer” benefit - if for all intents and
purposes we have so much day to day contact AND use Noosa Shire
facilities, it makes sense to be part of that Shire.
                4. The inescapable facts of geography and demography mean that the
primary focus for the SCC will be the Maroochy and Caloundra area. This
will be increasingly the case as Caloundra South and other large
developments are completed. The “centre of gravity” for the SCC is
shifting inexorably to the south. Nambour is no longer the Principal
Activity Centre —- this is now the Maroochy CBD.
                5. The big march South - There are thousands of extra people who are
coming to live in the South of the Sunshine Coast over the coming
decade into already approved developments - we might be 2% of the
population now, but over time this percentage will become even smaller

                                                                                        22
            Submission from the EDV Group
