PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Ly PROPOSAL FOR A BOUNDARY CHANGE
- so how do we compete for attention when we are a small fish in a very,
very large sea? The answer is that you can’t!
6. Future planning pressure. As the closest area to Noosa, the EDV under
the SCC is a prime area for future developers to be able to build large
scale developments that can capture the Noosa brand without the
associated controls that Noosa Council would require. Think “Noosa on
Weyba”. If the boundary moves south then such developments will be
either under Noosa Council control or outside the Noosa ‘catchment’.
Noosa will then have the planning ‘green belt’ both it and EDV need.
7. Planning philosophies - SCC is a large, growing and development focused
Council with a vision to develop the “City of the Sunshine Coast”. There
is nothing at all wrong with such a vision — but most people who have
come to live in the EDV area want a rural residential lifestyle and
protection of the unique characteristics of our many lovely small towns —-
something that is deeply embedded in Noosa’s planning philosophies and
endorsed by its residents. Both Noosa and EDV would have better
protection of amenity over the long term if the EDV area was part of the
Noosa Council area.
8. Representation and voting power - our area as previously noted has
some 3,840 electors on the role (597 or 15% are in Div 10 and the
remainder (85%) are in Div 9). In the last local government elections,
votes from our area had virtually no impact on the outcome and both
local Councillors would have been elected without our vote. In terms of
the whole of the Sunshine Coast we represent just over 2% of the total
population.
9. Efficiencies - The simple facts of locality for servicing EDV from Noosa
rather than from Maroochydore, means that a southward move of the
boundary is likely to involve financial efficiencies and benefits for both
Councils.
10.More bang for our rates buck! Bigger is not necessarily better when it
comes to spending our rate money. Noosa Council is committed to
maintaining a lean and efficient organisation with more resources
directed to service provision and less to bureaucracy - that is a great
benefit to ratepayers who are facing a potential rates time bomb with the
mounting debt occurring in the SCC relating to unresolved infrastructure
charges for Caloundra South, the cost of purchasing the Horton Golf Club
for the Maroochy CBD among other matters.
11.Supporting our economy - Eumundi is working hard to become more
than a market town and to boost its visitor potential with all the flow on
economic benefits that brings. Experience Eumundi is visible proof of that
commitment. During amalgamation, Tourism Noosa was supporting
Eumundi and is strongly committed to rebuild that relationship,
something that can only occur if the EDV area moves to Noosa Shire.
