PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 14 OCTOBER 2014
Ey PROPOSAL FOR A BOUNDARY CHANGE
Perceived Benefits for the Noosa Council
1. Rates revenue - at present the EDV area contributes $4.48m in revenue
pa to the SCC and costs the SC $4m on an average, fully allocated basis
to service and provide infrastructure. Given the small difference in
revenue and expenditure, this is effectively a rates neutral situation.
However, with the major extent of cross border traffic and use of Noosa
facilities by the EDV community, NC would at least have the benefit of
this revenue without having to cross subsidise EDV
2. Building more of an integrated hinterland Tourism experience would
broaden the experiences currently offered under the Noosa brand, similar
to the successful “Sunshine Coast Hinterland” branded destinations of the
Montville/Maleny area. The inclusion of the Eumundi Markets within the
Shire would value add further to the cache of the Noosa Brand.
3. Coordinated management of Lake Weyba, its catchment area and creeks
would facilitate unified management of the greater Noosa River and lake
system.
4. Better control on planning decisions close to the Shire border (e.g. the
level of density of development that occurred with Peregian Springs is an
example that is likely to occur if EDV remains in the SC area in the longer
term.
5. Provide improved capacity to effectively manage appropriate usage and
demand on existing and planned future services and infrastructure within
the Noosa area as the boundary re-alignment would provide a buffer
from the development pressures currently being experienced by
proposals such as Noosa on Weyba.
Perceived Benefits for the Sunshine Coast Council
1. The SCC geographic area is significant and over twice the size of Brisbane
City and Gold Coast City and excising some 89 square kms from northern
part of the Shire would reduce the coverage and workload of the
Councillors
2. Given the significant focus to the South with the number of major projects
occurring south of the Maroochy river, excising the EDV area would enable
more attention to be paid to these areas
3. The loss of the EDV area is essentially rates neutral and would not impact
in any negative way on the Council budget
4. Having the catchment for Lake Weyba totally under the control of the
Noosa Council would alleviate the SCC of the complexities of responding
to current or future development applications
