3.1 General
Water quality issues are associated with both the construction and operational
phases of the development.
Stormwater run-off will be managed and treated in accordance with the principles of
Water Sensitive Urban Design with the objective of improving stormwater quality by
removing nutrients, suspended solids and gross pollutants prior to discharge from the
development site.
3.2 Temporary Water Quality Control
Temporary water quality control measures are required to control and filter the run-off
from areas disturbed during construction. These are typically erosion and sediment
control measures and should be the first items constructed when works begin. As
part of the construction drawing set, a construction Erosion and Sediment Control
Plan (ESCP) will be required to be generated. During the construction phase of the
development, an ESCP will be required to minimise the impacts upon water quality.
Construction disturbance and management of water release affected by acid sulphate
soils will also require consideration. An appropriate acid sulphate soil management
plan may be required to be developed and approved by the Department and
Environment and Heritage Protection (DEHP) prior to commencement of construction,
should investigation determine it is required.
3.3 Permanent Water Quality Control
Permanent water control works are to be implemented to control run-off water quality
beyond the initial construction and maintenance stages. These control measures will
manage water quality control during the operational phase of the development and
have been designed to meet water quality objectives as described below.
3.4 Water Quality Objectives
In accordance with the Urban Stormwater Quality Planning Guidelines (EHP, 2010),
design of treatment systems will aim to meet the following pollution load reduction
targets at the lawful point of discharge:
Total suspended solids reduction of 80% from an unmitigated development
case.
Total phosphorus reduction of 60% from an unmitigated development case.
Total nitrogen reduction of 45% from an unmitigated development case.
