3.3 Candidate Sites
Following the identification of the search area, a number of candidate sites were examined. Each
candidate was assessed based on the ability to meet the coverage objectives and site
considerations detailed above. A total of three (3) candidates were selected for in-depth
investigation, as per Figure 3.1 below.
NBN Co endeavours to avoid locating telecommunications facilities in close proximity to
residential localities and potentially sensitive land uses, where practicable. It is important to note
that telecommunication facilities have to be close to the community they are servicing, to ensure
a quality and reliability of service. Therefore, some facilities are typically in close proximity to
residential land uses. At Cooran, the site selection has been constrained to maximise the physical
separation distances between the proposed facility and residential dwellings, and to co-site the
facility will similar infrastructure, namely the Powerlink stanchions. That said, NBN Co endeavours
to strike a balance between providing valuable services and minimising any visual impact on the
community and local environment. Figure 3.1 below indicates the location of the candidates
considered as part of the site selection process.

A summary of the candidates that were proposed is set out below in Table 3.1, including a
description of the opportunities and constraints that each site afforded.
