NBN Planning Report_Cooran
Attached to the e-mail MCU15/0034 Development Application - Cover letter, Forms, Proposal plans & Planning Reports.
This candidate comprised a new 50
D Jampot Creek Road, Cooran New 50 m+
m (minimum) high monopole on a
monopole
Lot 210 on NPW833 371 ha property zoned as ‘Mary
River Catchment - Open Space
Conservation’ under The Noosa Plan
2009. The subject site forms part of
the Tuchekoi National Park and is a
heavily forested area.
NBN Co endeavours to locate
facilities away from environmentally
sensitive locations, such as National
Parks and State Forests, which are
often protected at a National or
State level. Additionally, this location
has limited access to power, and
would require significant vegetation
removal to establish a cleared
corridor for power and access.
Therefore, there is a low degree of
confidence in locating the proposed
facility within the Tuchekoi National
Park would achieve a better planning
outcome.
A telecommunications facility
located within the Tuchekoi National
Park would require consent from the
Department of Natural Resources
and Mines (DNRM). DNRM requires
applicants to demonstrate that there
were no suitable alternative sites
available outside of the national park
as part of their assessment and
consent to allowing
telecommunications providers access
to a national park. For this reason,
NBN would not pass this basic
criterion for a new facility at Cooran.
Technically, this candidate
represented a poor location to
deliver reliable wireless broadband
services to the rural residential areas
of Cooran as it is more than 2km
from the centre of the rural
residential development, and more
than 3km from residences on the far
side of Coles Creek Rd. Both the
quality of the signal and the capacity
of the proposed facility (ability to
service simultaneous users) would be
compromised.
