SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 JULY 2019
Finance
Pursuant to Section 97 and 98 of the Local Government Act 2009, new cost recovery fees are to
be adopted through resolution, reflected in Council’s Schedule of Fees and Charges and also set
at a level equal to or less than cost of providing a particular service.
The proposed fees will be included in the 2019/20 Schedule of Fees and Charges. This fee will
recover the cost, including both direct and administration cost elements, associated with the
management of concrete waste.
The impact of the proposed new changes will have no significant impact on the landfill revenue.
Risks & Opportunities
Risks
If the additional charges are not included in the 2019/20 Schedule of Fees and Charges there is
a risk of complaints from the public that they will be charged a tonnage rate for disposal of
concrete instead of a fixed fee for small loads of less than 500KG, requiring access to the
weighbridge twice and causing traffic delays.
This double weighing also applies to empty concrete trucks delivering small amounts of residual
concrete and wash water in the bowl. They deposit this mixture of water and concrete slurry at
the resource recovery facility. Weighing concrete truck including the weight of the wash water,
unfairly increases the disposal cost if weighed.
There is a significant number of domestic and commercial vehicles and concrete trucks disposing
of less than 500Kg of concrete each day. Double weighing will impact on the delays at the
weighbridge.
Opportunities
The adoption of a fixed charge for smaller volumes of concrete and washings from concrete
trucks will speed up the processing of vehicles at the landfill by avoiding the need to tare off on
the weighbridge after disposing concrete.
