SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 JULY 2019

The development of the Plan identified a number of initiatives for continual improvement in
achieving good asset management outcomes. Key areas for improvement included:
Asset Inventory;
Levels of Service;
Asset Responsibility;
Condition Assessments;
Capital Planning;
Asset Systems;
Renewal Plans; and
Maintenance Plans.
These initiatives are detailed in the Plan.
Previous Council Consideration
Council has adopted the following Asset Management Plans:
Noosa Council Strategic Asset Management Plan, September 2017;
Main Beach Sand Pumping System Asset Management, February 2018;
Noosa Aquatic Centre Asset Management Plan, March 2018;
Road Bridges Asset Management Plan, August 2018;
Road Infrastructure Asset Management Plan, December 2018; and
Stormwater Infrastructure Asset Management Plan, February 2019.
Finance
Financial forecasting is a critical objective in developing an asset management plan. Having an
understanding of future expenditure improves the decision-making and planning activities. The
capital, operational and maintenance expenses for buildings and facilities make up approximately
7% of the $90m annual budget.
The financial summary combined with the maintenance and renewal plans within the Plan
provides the basis of the annual budget process. The maintenance and renewal plans will be
reviewed annually and a more detailed analysis and review completed after the next round of
asset condition assessments.
Risks & Opportunities
It is important to have a good understanding of the risks associated with the operation of the
buildings and facilities assets. Council continues to develop its buildings and facilities
management activities to ensure that the buildings and facilities is meeting the intended design
life, and where necessary work on the optimised intervention for undertaking rehabilitation and
renewal activities.
The key risks associated with achieving the above objectives of Council’s buildings and facilities
management activities and associated levels of service have been identified throughout this Plan
and are outlined below:
1. Unanticipated asset deterioration and structural failure possibly accelerated by the
increasing severity in weather and climate change conditions;
2. Asset Performance – No asset failures that influence the service levels. A complete
understanding of all buildings and facilities assets and their relevant asset condition will
assist in mitigating potential risks.
