The applicant has requested a fee reduction from the scheduled fee by removing the inconsistent fee
multiplier component.
 the applicable fees are already substantial and considered adequate for the Council to assess the
    proposal, which is the reason a fee is charged;
 the land is partly included in the Tourist Accommodation Zone, and the proposal will form part of an
    Integrated Resort Complex and is a logical extension to the development in this location;
 the proposed Resort Complex, being purely for visitor accommodation, will provide substantial
    community benefit, in terms of providing additional high-quality tourist accommodation choice in the
    Noosa Area, long term employment, construction, and other economic and operational benefits;
 the client sought to have the land included in the Tourist Accommodation Zone under the Noosa Plan
    2020, which was agreed to in part;
 it is not expected that the proposed development will not cause any adverse amenity or other impacts.
Whilst the tourist resort is supported in this area, the uses are only partly within the Tourist Accommodation
Zone and the majority (approx. 70%) is within the Open Space Recreation Zone and is therefore
inconsistent and impact assessable and subject to a multiplier of 3 for the resort accommodation and
associated commercial uses. The Outdoor Sport & Recreation component is impact assessable and
consistent and therefore not subject to the multiplier.
The zoning pattern is intended to reflect that part of the site which is affected by odour from the Cooyar St
treatment plant, though the zoning boundaries are not based on a detailed review of the likely odour
impacts.
Based on the applicant’s draft odour report previously provided, the resort units are primarily likely to be
located outside the odour buffer area, but the resorts outdoor facilities (ie pool and outdoor recreation area)
are located within the buffer but further work is required to determine this line.
The application will require a significant amount of time to assess, including the need for external consultant
assessments to review the proposal particularly odour and traffic.
The fee multiplier of 3 is considered excessive in this instance given the inconsistency is limited to primarily
the odour issue and therefore it is recommended that a multiplier of 2 be applied.

                                                                        Policy
OPW20/0212          Karen Hill        Operational Works –               $3389                  $1166
                                      Landscaping & Crossover at
                                      93 Oriole Ave, Peregian
                                      Beach
The applicant recently obtained a Development Permit for Building Works – Change to a Duplex for a new
garage. As part of the approval, a further development permit for operational works for landscaping,
driveway and crossover was required.
The works encompassed by the application are related to the recent change and include a new driveway
and some replacement landscaping in the front part of the site.
The applicant has requested a reduction in application fees based on the fact it is an established duplex and
they are merely rearranging the frontage so they can have more garden space and a more effective layout.
Due to the landscaping component, the assessment time will be more than for a standard driveway.
However, the assessment is significantly less than for a new development of the whole site and for this
reason it is recommended the base fee of $1166 be applied.

                                                                                                 Page 85 of 98
