INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 3 MARCH 2015
8 | Review of the Cooroy Butter Factory Arts Centre Report sioner
Community concepts proposed for the Butter Factory
As part of the community consultation process, community members and groups were invited
to submit written proposals for council’s consideration. Council particularly encouraged
submissions from community groups that may be interested in managing the CBFAC. Council’s
preference was to hand-over management of the CBFAC to the community.
Overall, 17 proposals were received from individuals and community groups, ranging from
notional ideas through to full proposals. Support was provided to a couple of proponents to
develop their concept in more detail.
The proposals can be grouped into six broad themes, many of which overlap or have common
threads of arts and exhibitions, culture, and community use. Further detail on the proposals is
shown in Appendix A and Appendix B.
ARTS, CREATIVE SPACE, EXHIBITIONS:
1. Noosa Community Raft
2. Creative Hub
3. Art Space
4. Artist in Residence Visual Arts and Music Program
5. Centre of Arts Excellence
6. Centre for Ceramic Excellence

8. Community Managed Space
9. Cultural Centre

From these 17 proposals, council and d-sipher identified five lead concepts that merited
further exploration and development. These concepts were selected on the basis of the level
of community support from the proposer, the proposed governance arrangements and that
there was at least some alignment with the CBFAC and the values identified in community
consultations. These five lead concepts are:
1. Managed by one Tenant - U3A Noosa
2. Community Managed Model — Cooroy Lower Mill Board
3. Interpretation Centre
4. Centre for Ceramic Excellence
5. Council Managed Model.
