The analysis indicates the deficit will increase to 2021 but does not appear to consider the potential for existing approvals to address some of the projected deficit’. Response: The DA report outlines two approaches for considering Future Demand for Retail Floorspace. These are referred to as Method 1 and Method 2 on page 102 of the DA report and concludes as follows: Method 1 The proposed expansion of Noosa Civic is expected to add a further 21,980 sq.m of retail floorspace to the trade area. Based on the assessment above, in 2021 the proposed expansion of Noosa Civic will only account for around 20% of the deficiency in retail floorspace within the trade area. (p102) Method 2 Given that the proposed expansion of Noosa Civic, would add 21,980 sq.m of retail floorspace to the trade area, it is apparent that this will only satisfy approximately 18% of the retail floorspace deficiency in 2021. There would still be a significant level of unsatisfied demand within the trade area, and a continuation of the high level of escape spending. (p1 03) Given this conclusion it is readily apparent that existing approvals, which are considered in the DA report (see p62), are highly unlikely to be compromised. In particular, the Peregian Village Market development and Noosa Fair supermarket expansion, which are both within the trade area, would account for only 1.6% of the retail floorspace deficiency in 2021; the Masters proposal is not affected as it is a hardware and home improvement store operating in a different market space; and, Sunshine Plaza is the region's largest regional centre which is supported by a substantial trade area population and tourist market that is substantially bigger, and draws more broadly, than the Noosa trade area.
