6 Impact Analysis

6.1 PROPOSED DEVELOPMENTS

Information request:

‘The Retail Needs Assessment cites a number of approved and proposed developments that
might influence activity within the identified trade areas, including the expansion of Sunshine
Plaza, expansion of Noosa Fair and the approved Masters Home Improvement Centre.

The impact analysis does not include these proposed developments. Impacts must be assessed
for existing, approved and designated centres and include the extent to which a proposed
development might impede the uptake of existing approvals’.

Response:

Please refer to sub-section 5.3 above.

Moreover, please note the following paragraph from the DA report:

‘The impact analysis in this report does not include these approved developments. In the
analysis which follows we are seeking to isolate the impacts resulting from the proposed Noosa
Civic development, rather than calculating cumulative impacts. In any event, given the nature,
location and scale of the approved developments, it is unlikely that the impacts resulting from the
Noosa Civic expansion will be significantly different from the calculated impacts outlined later in
section 8’. (p62) [underlining added]

In addition we offer the following considerations:
= Peregian Village Market — As indicated in the DA report:

‘This new development will serve some of the top up needs of the local Peregian Beach catchment,
as well as local tourists, in an area which currently has a very low provision of food retailing
floorspace. Consequently, due to its limited scale and local orientation,it will not affect the analysis of
need for proposed Noosa Civic expansion, and Noosa Civic would not affect the scope for the

Peregian development’. (p62) [underlining added]
= Noosa Fair supermarket expansion — As indicated in the DA report:

‘This extension will do little to correct the anticipated future shortage of supermarket floorspace in the
trade area ... but it will provide a slightly improved range for Noosa Junction shoppers’. (p62)

2 Masters Home Improvement — As indicated in the DA report:

‘The Masters complex will compete with the Noosaville Bunnings store and other bulky goods
retailers in the Noosa Industrial Estate and throughout Noosa. It will be of only limited relevance to
the proposed Noosa Civic expansion’. (p62)

= Sunshine Plaza —Due to delays is commencing the Sunshine Plaza expansion, the DA report does
not assess the impact of the Noosa Civic proposal on an expanded Sunshine Plaza. The Sunshine
Plaza development is now expected to be completed after the Noosa Civic proposal has commenced.
Suffice to say that if the Sunshine Plaza expansion could be completed by 2018, the percentage
impact of the proposed Noosa Civic development on the Maroochydore PRAC would be lower that
indicated in Table 8.5 (p117).

In conclusion, it is highly unlikely that the subject development proposal would impede the uptake of
existing approvals.
