Reason: The SPP requires development in water resource catchments
to be undertaken in a manner which contributes to the maintenance
and enhancement (where possible) of water quality to protect the
drinking water and aquatic ecosystem environmental values in those
                                 catchments
Open space Type 2 uses may have an adverse impact on water quality
in drinking water catchments. Seqwater is concerned that toilet wastes
may be inappropriately disposed-of at sites where no toilet facilities are
provided. It is unlikely to be practical to enforce the requirement that all
                                 wastes be removed from site.
