Figure 4: Aerial Image of Alternative Location 1
NBN Co respectfully suggests that any of the three alternative locations would result in a
significantly greater visual impact to a large part of the community at Pinbarren, and will meet with
wider community objection. We confidently make this assertion, following the positive feedback
we received at our Community Information Session on 18 March 2014, during which NBN Co
received strong endorsement from participating residents for the alternative 30 m monopole that
we have proposed.
NBN Co advises that over 16 months, a thorough investigation of alternatives sites has been
conducted and documented to Council, taking into account the undulating terrain, technical
constraints, and potential visual amenity impacts. This process has been undertaken in good
faith, and in absolute cooperation with Council.
NBN Co maintains there is no better proposal than the Development Application currently before
Council to provide effective service to Pinbarren that minimises visual intrusion to the community.
For this reason, NBN Co does not intend to further pursue an investigation of alternative sites.
We request that Council determine the Development Application currently before it on its planning
merits.
2. Provide a Site Plan of proposed site and alternatives
NBN Co always seeks to strike a balance between maximising the reach of our service while
minimising the planning impacts of our infrastructure.
As above, NBN Co has advised Council that the alternative sites provide an analogous service to
the community as the facility proposed in our Development Application — but that they require
significantly greater structures to do so to connect back to Pomona. This is not a question of how
many properties are serviced — it is a question of whether the dish can see the Pomona facility or
not. We maintain that the alternative sites, requiring very large lattice towers, do not best strike
that balance between service provision and planning impacts.
NBN Co also advises Council that the proposed structure will introduce an NBN Fixed Wireless
service to ~230 premises in the Pinbarren community where presently this service is not
available. NBN Co believes this represents a clear public good — the provision of competitive,
reliable broadband to hundreds of houses in an area where
