SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017

Kerbside Summary
The total weight of material collected this year was slightly higher than the last collection in 2015
(1069 tonnes) but significantly lower than the first collection after de-amalgamation in 2014 (1501
tonnes).

The weight of metal recycled was 32 tonnes higher than the last collection. Timber, e-waste and
reusable goods were recycled during bulk kerbside collection for the first time using separate
collection trucks and crews that went through areas prior to the waste trucks. The additional
recycling was a positive for this collection and Cleanaway should be commended for providing
this initiative at no additional cost. Once again the mattress collection service was well utilised.

A significant amount of waste deposited did not meet the collection criteria (e.g. prohibited items,
excessive volume, waste out after designated collection dates, waste stockpiled outside
designated collection areas). The additional cost to Council to clean up this material after the
designated service was approximately $28,000. The majority of the illegal dumping that occurred
around the kerbside collection was again in the country areas.

Next collection
It is anticipated that the next service will commence around August 2018. This is a return to the
previously preferred time of year for the service as the weather is cool, it is outside of storm
season and it doesn’t clash with as many community events. Council’s Waste Section and
Contractor were not in a position to deliver that service in August/September 2016 or 2017 due to
competing resource and contractual demands.

Overview of waste management contracts

A new Waste Management Contract No.1516T043 was awarded to Cleanaway Pty Ltd in three
Separable Portions, (Portion A - Solid Waste Collection, Portion B – Operation of Eumundi Rd
Landfill and Portion C – Resource Recovery), by Council resolution on 15th December
2016. The Contract was executed on 20th February 2017 for a period of seven years with a
service commencement date of 1 September 2017 for an estimated contract value of $45 Million.

Significant features of the new contract include:
 A three bin collection service (including a garden waste recycling bin to single residences
and duplexes in the urban areas of Noosa with the continuation of the optional service to
commercial premises and premises within five kilometres of the three bin service area).
 An offer by the contractor to collect limited food waste in the garden waste bin.
 A waste collection truck with on board washing of street litter bins.
 A single pass waste and recycling collection vehicle to service Hastings Street and other
      high profile areas.
 The introduction of optional 360 litre wheelie bins for waste, recycling and garden waste.
 Larger two and three cubic metre bulk recycling bins and bulk cardboard only recycling
      bins.
 Increased compaction of waste in the landfill from the current 850kg/cubic metre to
900kg/cubic metre – ensuring more effective use of available air space.
 Improvements to the resource recovery facilities at the Eumundi Rd site.

Roll out of the new Garden Waste Recycling Service
An additional 9,954 garden waste recycling services were identified and sent a letter regarding
the commencement of the 3 bin service to urban areas of the Shire in September. Property
owners were advised that they may apply for exemption from this service under Council’s
recently adopted Garden Waste Recycling Bin Policy. Exemptions are based upon premises
being less than 400 square metres in total area or where a gardening contractor undertakes to
collect and recycle all garden waste from the premises.
