SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017
To date there have been 173 requests for an exemption with 121 applications approved and 52
refused as they did not meet exemption requirements under the Policy. The new bins will be
delivered in the last two weeks of August.
Other contracts
Reusable Goods Recycling and Sale Facility
Following recent legal advice and consultation with Council the current Licence to provide this
service (currently held by Briteside) has reached its expiry date and will soon go out to open
tender. A new Licence has been drafted to reflect current best practice and optimise waste
diversion at the site. It is anticipated that not-for-profit organisations will be invited to tender for
the Licence in the next three months.
Environmental Monitoring
22 tenders were received for the contract to conduct environmental monitoring services at
Council’s waste facilities. The contract specifications were recently revised to reflect the new
Receiving Environment Monitoring Program. The tenders were evaluated during July and the
preferred applicant has been selected. As the contract has an estimated value in excess of
$200,000 it is expected that a report will go to Council for approval in August.
Green waste processing
The current contract to process green waste will shortly expiry. The Waste Section is negotiating
with Cleanaway to undertake this service as a variation to their new waste contract. This will
facilitate the daily processing of green waste. This fits in with Council’s ambitions of moving
towards composting green waste and the addition of other organic waste streams in the future.
Litter and dumping
Street litter
The start of the new contract in September 2017 will see the use of a ‘single pass’ collection
vehicle that will be able to collect recyclables at the same time as general waste. This will allow
the Waste Section to add more public place recycle bins in high profile areas such as Hastings
Street and Main Beach. Waste Officers are currently working with Council’s Design section to
select the most beneficial locations for these additional bins.
Council’s trial of the Big Belly Solar Bin encountered a problem this year when the bin was
vandalised in Cooroy and left seriously damaged. A delay in securing spare parts and repairs
meant that it was unused for several months. It is now situated at Cooroy library. A more
detailed report on the trial will be provided in the next six months.
Illegal dumping
During the 2017FY fifteen fines were issued for illegal dumping (eleven more than last year) and
one fine issued for failure to clean up dumped material. The period saw a major investigation
launched into the dumping of asbestos near Walter Hay Drive. Unfortunately, there was not
enough evidence to take the issue further. The cost to Council of the clean-up for this one
incident was in excess of $15,000.
Camera surveillance of dumping hot spots has continued with six cameras continually deployed
around the known dumping hotspots.
