GENERAL COMMITTEE MEETING AGENDA 18 JULY 2016
The table below highlights some specific Operational Plan issues.
Initiatives Comment
Electric Bus Trial This project is behind the original timeframe due to the
termination of the contract of the original bus provider and the
re-calling of tenders. A separate report is on this round of
meetings providing the Council with a detailed update on
progress.
Rufous Street Project This project is proceeding well. Council has approved the Master
Plan and the planning application is currently before this round of
Council meetings for consideration. The next step will be lodging a
funding application via RDA for Commonwealth funding under the
Building Stronger Regions Fund (formerly the National Stronger
Regions Fund). It is unknown whether that funding program will
continue following the recent federal election.
Noosa Transport Strategy This project is running a little behind schedule with extra community
engagement being undertaken. The key strategies are likely to come
before Council in August and a more detailed action plan will also be
developed which will require further community engagement.
Library Strategy The Service Review has now been completed and has been
workshopped by Councillors. New operating hours are being
implemented to reflect the actual needs of customers.
New Planning Scheme Our first Councillor workshop has been undertaken and a Project
Control Group is being established to manage the process. A
Directions Paper is being prepared for consideration of Council in the
coming months.
Refurbishment of Munna Point This project has been completed within budget and achieved an
Bridge excellent result with the project achieving savings of over $4M
compared to initial cost estimates in 2013.
Dr Pages Road This project has been completed within budget and has had its
official opening on 13 July although it has been open to public
use for some weeks prior to that time.
Workplace Health and Safety Our new WH&S Advisor has made considerable progress in
improving our WH&S performance. We have recently undertaken
another informal external review of progress (via Local Government
Workcare) and the feedback was positive.
2. KEY PERFORMANCE INDICATORS
As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. Approximately 30 management KPIs were developed and these are reviewed on a
monthly basis by the Leadership Team. Approximately 15 of those KPIs are reported to Council
on a quarterly basis. They are also reported to the Audit & Risk Committee in detail at each
Audit & Risk Committee meeting.
As far as the CEO is aware, we are one of the few Councils in Queensland to make this KPI
information available to the public via “non-confidential” reports. The KPIs are included in
Attachment 2.
The key issues arising from an assessment of the KPIs for the fourth quarter are as follows:
