6 Parking Policy
6.1 Current Parking Policy
The approach to parking provision / management as discussed in Noosa Design Principles and the Noosa
Transport Strategy, is not explicitly reflected in parking requirements for developments laid out in the Noosa
Plan (2006). General parking requirements across Noosa Shire are governed by Part 14 Codes, Division 13:
Driveways and Carparking Code.
The desired outcome for carparking supply (as shown in Table 14-50 within the Noosa Plan), is:
Specifically, the above outcomes for carpark design and layout refer to the peak parking demand periods of
uses of the site, which is contrary to the design principles set out in the Noosa Design Principles (2015). In
addition, parking requirements are governed by a minimum parking rate, which, if such a rate is excessive, can
encourage parking oversupply and induced car dependence, not in line with Noosa’s stated design principles.
The impacts of minimum parking rates are discussed further in Section ・. An example of minimum vehicle
parking requirements for specific uses found in Table 14-51 within Noosa Plan is shown below:
Finally, it is noted that the specific outcomes for parking refer to the availability of alternative carparking as a
mitigating factor, which provides a starting point for a discussion on potential management strategies such as
shared parking between developments, will be discussed in Section 6.2.1.5.
