Appendix 3 - Traffic Engineering & Parking Report (00012497)
Attached to the e-mail MCU15/0053 Application Forms 1 & 5 and Town Planning Report - Multiple Dwellings Type 4 - Conventional at 30-32 Doonella Street Tewantin (1 email of of 3).
ACCESS ARRANGEMENTS There is an existing yellow edge line on Doonella Street along the site frontage restricting on-street parking. Whilst there is also a parking lane on the southern side of Doonella Street, kerb extensions for a tree prevent through vehicles from passing a vehicle waiting to turn right into the proposed driveway. Due to the location of the proposed access driveway, it is recommended that the access to the site be restricted to left in/left out only. The existing road network provides excellent alternative routes via nearby roundabouts to facilitate turns, without significantly increasing travel distance or travel time for residents. The development can comply with this requirement given its location to the road network. Restricting access to left-in and left-out only movements also minimises the impact of the development generated traffic on the road network. The yellow edge line restriction within the parking lane on Doonella Street (west of the access driveway) provides a suitable taper for left-turn movements into the site. There is also a clear distance of over 6m from the property boundary into the site, before the first car parking aisle to accommodate adequate queuing distance. The proposed access arrangements for the development have been reviewed and the proposal minimises the impact on the external road system. Modifications to Doonella Street line marking has been considered however due to access driveways opposite the subject site, changes to line marking is not considered appropriate. Providing a double barrier line on Doonella Street at the proposed driveway location will impact on the driveway on the opposite side of Doonella Street which currently has all movement access into and out of the site. It is therefore recommended that signage be used to restrict right turn movements into and out of the site. To enforce the right turn movement restriction, it is recommended that a regulatory turn prohibition sign (R2-6(L) as per the Manual of Uniform Traffic Control Devices – Part 2 Clause 2.8.2) be installed on the driveway for all vehicles exiting the site, informing motorists of the “no right turn” restriction. CONCLUSION A proposed residential apartment development has been reviewed in regard to access and parking at Doonella Street, Tewantin. An assessment of the number of parking spaces has been undertaken with regard to the requirements of Council and Australian Standards for parking facilities. Results of the assessment indicate that the number of parking spaces provided for the proposed development is considered adequate and complies with the requirements of Noosa Plan. Car parking arrangements also comply with the requirements outlined in AS2890.1 and is considered adequate and suitable for the site. Access facilities have also been reviewed in accordance with AS2890.1 and comply with the requirements outlined in AS2890.1.
