Comment:
The existing and proposed development will remain secondary to and will not dominate the existing
open space setting. Further, the existing and proposed development has a very low intensity and
scale of operation and is consistent with the overall outcome.
e) Limited visitor accommodation and services are provided in the locality, confined to the Visitor
Mixed Use Zone, and the wilderness camp in the Open Space Recreation Zone;
Comment:
While the development proposal seeks to allow for 19 of the Eco-cabins to be used for Detached
Housing, it is not intended that this use will overtake the existing approval for visitor
accommodation. The current development approvals, which allow for the existing 48 Eco-Cabins will
remain current, with the proposed development operating in conjunction with that approval. The
proposed development does not offend the overall outcome.
f) Maintenance of the locality’s remote setting and undeveloped character are achieved by:
i. a priority emphasis on conservation outcomes for the locality;
ii. ferry access;
iii. limited standards of access across the locality;
iv. avoiding the construction of a vehicular bridge across to the Noosa North Shore;
v. retention of existing vegetation with clearing kept to a minimum;
vi. ecologically sustainable management of recreational visitors and activities;
vii. development areas limited to existing pattern, with no increase in the number of
privately owned lots;
Comment:
The existing built form and scale of development remains unchanged with the proposed Detached
Housing use. Consequently, the proposed development does not offend the conservation outcomes,
relies on ferry access, does not involve any vegetation removal, will retain current ecological
sustainability management practices and will not result in an increase in the number of privately
owned allotments. Further, the proposed development is likely to make the cost of maintaining the
premises more sustainable in the long term. The proposed development does not offend the overall
outcome.
g) The scale and form of buildings and other structures are:
i. closely related to the setting and existing buildings;
ii. designed to be responsive to the informal coastal and riverside character of the locality;
iii. integrated into the landform and landscape; and
iv. consistent with the amenity and safety expectations of the community;
Comment:
The proposed development is for a number of the existing dwellings to be used for detached
Housing in conjunction with the existing visitor accommodation use. The proposed development
retains the existing built form and setting, is responsive to the informal coastal and riverside
character, is integrated with the landform and landscape setting and is consistent with the existing
amenity and safety expectations of the community. The proposed development is consistent with
the overall outcome.
