It is important to note that while the development has now been constructed for a number of years,
according to some of the existing owners, the development has never preformed as intended.
Advice has been obtained from some of the owners who have advised that the development is
preforming well below expected standards.
The applicant has provided the following advice about the development:
1. BRHH has proven not to be viable or economically sustainable. After 7 years, the holiday rentals
are still only approximately 18% occupancy per annum for the 22 houses in the rental pool.
2. Visitors to Noosa come mainly to enjoy Noosa attractions. The original project here intended a 7
day restaurant and regular shuttle buses to Hastings Street. Noosa North Shore has no
restaurants or coffee shops (for the majority of the year the hotel is only open from Friday
lunch to Sunday lunch);
3. The cost and time restrictions of the ferry mean that for most of the week, visitors cannot go to
shows, movies or even stay late at restaurants because they cannot necessarily guarantee return
with the time limits imposed;
4. Fishermen and beach goers prefer to caravan, camp or rent a cabin and are not prepared to pay
for a 3-4 bedroom luxury home;
5. It is also a fact that owners in homes will have holiday visitors staying. In fact, in many cases the
visitor occupancy may be greater than the purely rental homes. Plus the fact that people hosting
the visitors will no doubt accompany them to restaurants and shops;
6. We would also like Council to be aware that when Council removed the condition that occupancy
be limited for owners, people purchased their homes believing that they could live there (as is
evidence by copies of some of the sales literature enclosed);
7. In the past, the complex has experienced fires lit and damage done plus party groups getting out of
control. Some residents would provide added security in these circumstances;
8. Residents are likely to have far more interest and pride in preserving the environment than holiday
makers;
9. It is believed that a mix of uses would keep this complex alive and vital.
It is accepted that the matter of viability is not a relevant planning issue; however the above
occupancy rate being between 15% – 20% is low and it is reasonable to suggest that the
development as whole has not preformed as expected. Further, this is not likely to change given the
nature of the use, being relatively large dwellings on individual allotments and is not budget or
holiday accommodation, which is what was intended for the land.
