2. Introduction

The purpose of this report is to provide town planning advice about a development application for
material change of use for 19 Detached Houses within the existing ‘Beach Road Holiday Homes’
development located at 90 Beach Road, Noosa North Shore (refer Figure 1).

The development application is over 19 existing parcels of land that have been described in the
Executive Summary, above. The allotments contain what are referred to as Eco-cabins under the
current development approvals (refer Attachment 1A & 1B). It is noted that the land has been
reconfigured so that there a number of standard format lots and common property under a
community management statement.

The application applies over the abovementioned allotments, but does not include the common
property (refer Attachment 2). This is because the change of use is over the land containing the
existing Eco-cabins, which currently has lawful access and infrastructure provided that is adequate to
service the proposed development. Further, the change of use to allow for the Detached Housing
use, while maintaining the existing visitor accommodation use, will not create additional traffic or
other impacts and therefore has no bearing on the use of common property.

Owners consent for the lodgement of the application has been obtained from each of the property
owners. It should be noted that each of the property owners in the existing development were given
the opportunity to make the application.
