   •   the Noosa Plan 2006.

5.1    State Planning Regulatory Provisions
Under the State Planning Regulatory Provisions the only provisions that are relevant to the
assessment include the South East Queensland Regional Plan 2009-2031 State Planning Regulatory
Provisions (SPRP). According to the State Assessment Referral Agency (SARA) mapping, the subject
land is located in the Regional Landscape and Rural Production Area (Figure 3).

Under part 1.5 of the SPRP, the subject land is included in the Visitor Mixed Use Zone and is not
included in a Rural Residential or Rural Zone. Consequently, it is suggested that the land is located
in an urban zone under the planning scheme and the SPRP do not apply. Further, under part 2.1,
Material Change of Use outside the Urban Footprint, the use could be considered to be for a private
residence on an existing lot under Table 2E and therefore also does not require referral to the SARA
under these provisions.

5.2    South East Queensland Regional Plan 2009-2031 (SEQRP)
Under the SEQRP the subject land is included in the Regional Landscape and Rural Production Area
(RLRPA). The RLRPA identifies land with regional landscape, rural production or other non-urban
values. It protects this land from inappropriate development, particularly urban or rural residential
development.

These areas support the lifestyle and wellbeing of the regional population, primarily located in the
Urban Footprint. The RLRPA’s natural assets require management to improve the capacity to provide
ecosystem services, increase the region’s resilience and support the population.

The RLRPA includes land with one or more values:
   • significant biodiversity
   • regional ecosystems that are endangered or of concern
