PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 APRIL 2015
Figure 2 – Architect’s Impression from Myall Street
Access is proposed via a single channelised road entrance from Myall Street, with acoustic
fencing proposed to the Ferrells Road and the Bruce Highway frontages that will attenuate
noise escape to adjacent residents and highway noise nuisance to the development
respectively. The layout provides for vegetated buffers of 7m+ to be established to the
Ferrells Road and highway frontages to screen the acoustic fencing.
A total of 20 freestanding buildings are proposed (including 10 cabins and 4 storage facility
buildings), all of which are single level. A range of buildings types are included - reflective of
the mix of uses sought. The most prominent are the fuel forecourt and service centre (fuel
retail, convenience shop & fast food) buildings toward the Myall Street frontage. These
present relatively standard underlying built forms for such development but their design
includes substantial variation of materials and façade treatments, and embellishments such
as blade awnings, wide eaves, screens and decorative columns that add some visual
interest and articulation. Proposal plans for the carwash, storage and tourist park buildings
indicate common buildings styles for these types of development.
The applicant proposes to operate the service centre and tourist park 24hrs a day, 7 days a
week. The carwash and self-storage facilities are proposed to operate from 7am to 10pm.
All development stages include parking spaces, with the majority (42 spaces) located
adjacent the service centre building. The rest area includes extended parking bays to cater
for caravans and trailers. The applicant indicates the petrol station will not provide parking or
ultra-hi flow diesel pumps for heavy reticulated vehicles (e.g. semi-trailers) and is not
intended to cater for those.
Trunk sewer reticulation will be extended to the site. A new sewage pump station to service
the development will be constructed adjacent the Myall Street frontage to the south of the
entrance.
A simple pedestrian and cycle network is planned through the site, with the applicant
proposing to extend the existing pathway network on the northern side of Ferrells Road to
the site.
Substantial earthworks are required to level the development area, with cuts to 2m+
proposed along the west of the development footprint and fill to 2m deep along the west. The
earthworks do not extend into the modelled 100yr ARI flood area on the site. An extract of an
indicative earthworks plan is shown below.
