PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 APRIL 2015
The theatre is on a 1,019m2 lot, with the building located along the Factory Street frontage
and a grassed area at the rear. Although there is no formal vehicle access to the site, there
appears to be an informal access arrangement with the commercial property to the west.
Other buildings along Factory Street are a mix of older factory/industrial sheds and ‘timber
and tin’ style buildings with little-to-no street setbacks. Across the road to the west is the
North Coast Railway corridor and Pomona Station platform. Across the road to the south is
the Pomona Fire Station and Subway Park.
To the east of the site are the Cooroora Creek Parklands, associated walkway and carpark
area. The 9.7ha parkland extends from Hill Street in the south through to Mill Street in the
north.
Several streams feed into Cooroora Creek from the southern and western side of town.
Cooroora Creek itself joins Six Mile Creek on the northern side of Louis Bazzo Drive and
forms part of the Mary River system.
2.4. Instruments for Statutory Assessment
Under the Sustainable Planning Act 2009 the application must be assessed against each of
the following statutory planning instruments to the extent they are relevant to the
development:
State Planning Policy;
the South East Queensland Regional Plan;
State Planning Regulatory Provisions; and
The Noosa Plan.
Of these, the statutory planning instruments relevant to this application are discussed in the
sections that follow.
2.5. State and Other Statutory Instruments
State Planning Regulatory Provisions
The proposal is for an urban activity within the Urban Footprint and is consistent with the
SEQ Regional Plan Regulatory Provisions.
2.6. Statutory Instruments – The Noosa Plan
The subject site is located in the Mary River Catchment Locality and is zoned Village Mix.
The proposed use is identified as a consistent use within the zone and is required to follow
an impact assessable application process.
Locality Provisions
The Overall Outcomes of the Village Mix Zone within the Mary River Catchment locality seek
a range of business uses catering for the immediate needs of residents and visitors, which
are of a scale and form consistent with the historical village context. The Specific Outcomes
seek that land on the north eastern side of Factory Street is primarily for industrial business
uses and does not include retail shops.
The southern half of Factory Street includes a variety of existing service-type industrial and
commercial uses. The predominant streetscape character includes traditional timber and tin
buildings fronting the street, with industrial sheds located to the rear of the sites, adjoining
the Cooroora Creek Parklands.
The proposal is for additional development beside the existing service station, with the new
industrial tenancies setback more than 15m from the street. The proposed buildings will be
somewhat concealed behind the existing service station, of a scale consistent with existing
development in the street and will not be visually dominant or obtrusive.
