GENERAL COMMITTEE MEETING AGENDA 28 APRIL 2014

REPORT

1 Proposal
The application seeks approval for a Development Permit for Material Change of Use for a
telecommunications monopole associated with the establishment of the fixed wireless network
infrastructure of the National Broadband Network (NBN). Fixed Wireless is a network of base
station facilities that are proposed to provide a broadband service, via radio transmissions to the
majority of rural and rural residential properties within the Noosa Shire. These base stations
communicate directly with antennas fixed to individual premises (eg, dwellings or businesses) to
deliver wireless broadband access. The proposed tower is designed to serve Boreen Point
township.

The proposal is for a 31 metre high monopole (comprising of a 30m pole and associated
antennas) located at 153 Lake Flat Road, Boreen Point. The infrastructure includes radio
transmission equipment and outdoor cabinets, which are within a 70m 2 leased compound area
and located 15m from the Lake Flat Road property boundary. The locality plan, proposal plan
and network plan map are included as Attachments 1 & 2.

2 Site Details

2.1 Background
On the 29 January 2014, a 40m high tower in the north western corner of the same property was
approved (1.5km away from the proposed tower). NBN Co advises that approximately 630
properties will be serviced directly by both the proposed facilities within the Cootharaba and
Boreen Point localities.

As part of the site selection process, the applicant was asked to consider other alternatives sites
on the subject property. As part of the information response, the applicant relocated the tower
200m to the north of the original proposal increasing the setback to the nearest dwelling.
Attachment 3 includes the photomontages of the proposed tower.

2.2 Site Description

 Site & Locality Description
Road Frontage The proposed site includes 2km of frontage to Lake Flat
Road. Access is secured to the lease area via an
existing 4wd access driveway which extends parallel to
                                      Lake Flat Road.
Existing Significant Vegetation The proposed monopole is located amongst existing
pine and eucalypt trees. The development requires the
                                      removal of some regrowth vegetation.
Topography: The location of the tower is at 3m AHD with the site
sloping towards Lake Cootharaba to the east (1m AHD).

2.3 Surrounding Land Uses
The site adjoins existing rural properties to the south and west. 81 Lake Flat Road is the closest
house to the proposed infrastructure and is 335m away.

Boreen Point township is located less than 1.5km to the south east of the proposed tower. The
township is situated at an elevation of 21m AHD at the top end of Urangan Street, which is less
than the height of the panels atop the tower (~33m AHD).
