GENERAL COMMITTEE MEETING AGENDA 28 APRIL 2014
3 Assessment
The application has been assessed against the following statutory instruments, including:
the South East Queensland Regional Plan,
any applicable state planning policies,
the state planning regulatory provisions, and
any applicable temporary local planning instrument
The proposal is consistent with the higher order plans and policies. The subject site is located in
the Boreen Point, Kin Kin and Cootharaba Locality and is zoned Rural by The Noosa Plan.
The proposed use is identified as an inconsistent use within the zone and required to follow an
impact assessable application process. While the whole of the planning scheme is applicable, the
following codes and policies are most relevant to the application:
Boreen Point, Kin Kin and Cootharaba Locality Code
Planning Scheme Policy 23 – Telecommunication Towers
Infrastructure Uses Code
The pertinent issues arising out of the assessment are discussed below.
Code Discussion
Boreen Point, Kin The proposed Infrastructure Use - Service & Utility Type 3 (Tower) is
Kin & Cootharaba identified as an inconsistent use within the Rural zone. The proposal is
Locality Code required to be assessed against the Overall Outcomes of the Code. The
relevant outcomes seek for structures to not visually dominate the street,
surrounding spaces or the existing skyline.
The proposed 31m high tower is located within the south eastern portion
of the site. The proposed siting of the structure is in a location that
includes existing mature vegetation between it and Lake Flat Road,
making the monopole not visually obtrusive when viewed from this part of
the Major Road Network.
The closest houses to the proposed structure are located at 81 & 63 Lake
Flat Road, each being 335m and 420m away from the monopole’s
location on the site respectively. There is existing mature vegetation
between the tower and 63 Lake Flat Road, which screens the
development from being considered visually obtrusive.
The applicant indicates they have relocated the tower further away from
81 Lake Flat Road, as a direct response to the community consultation
which was carried out. The increased separation distance between the
tower and the existing house reduces the bulk of the tower when viewed
from this property.
The 31m high tower has also been sited amongst existing vegetation (up
to 25m high), which contributes to the tower not being as visually
dominant for this neighbouring property. Overall the tower is consistent
with the Outcomes of the Locality Code.
