Traffic Impact Statement
51 Elanda Street TIS 2024-11-25 Kerbside Frontage Required (m) 4 Kerbside Frontage Provided (m) 4 Based on Councils waste planning scheme policy, 3 x 240L waste bins (collected weekly) and 3 x 240L recycling bins (collected fortnightly) has been provided. This equates to a total of 6 bins and with 585mm of bin width x 730mm of bin depth, a total frontage width of 4m would be required to accommodate these bins. The available frontage width would be 8m, which is considered sufficient. The layout provides for sufficient storage room and frontage capacity to accommodate the required waste and recycle bins. On or before each collection day, designated personnel will transfer all bins from the refuse room to the kerbside for servicing by Council’s side-loading Waste Collection Vehicle (WCV). This will be done by means of a bin tug and trailer with details provided in Appendix D. Due to the side-loading vehicle arrangements, the time to service a wheelie bin is approximately 10 seconds maximum per bin which will result in an anticipated 30 seconds maximum per week and 60 seconds every second week (waste and recycling). As such, the extent of time that a WCV will be stopped within the frontage of the subject site is not considered to negatively impact the Elanda Street environment. Based on the above, ITE believe that kerbside collection is a suitable outcome given the precedence along the street for existing multiple unit dwellings. 4.2.2 Occasional Servicing The specific service vehicle needs for a development should be determined having regard to land use, yield, location and potential impacts to the pedestrian environment and adjacent road network, including on-street parking. The proposed servicing arrangement has also responded to the site and associated constraints, which limit the ability to accommodate servicing on the site; best facilitate servicing commensurate with the development. As such, the development proposes to accommodate only six (6) residential units. Thus, for confirmation that the proposed service arrangements are acceptable, ITE have estimated the service vehicle requirements generated by each aspect of the development, the resultant vehicle frequency and assessed the potential impact on the road environment. Maintenance A ute or van is the typical vehicle used for maintenance operations at residential developments of this scale. The frequency of vehicles larger than those mentioned is expected to be less than 1 per month. It is considered that there would be a very low probability of parking demand overlap between a VAN (for maintenance) and a visitor using the visitor bay. Mainly due to the nature of such operations where visitors access residential properties outside of normal business hours and on weekends when maintenance vehicles are in the majority not in operation. Minimal demand overlap would thus occur. The overall frequency of service vehicles to access the premises would be approximately 1 truck per every 3 months, which further emphasis the negligible impact on parking demand overlap. Adequate parking bay reciprocity can thus be accommodated for. 18
