Traffic Impact Statement
51 Elanda Street TIS 2024-11-25 3.0 DEVELOPMENT DETAILS 3.1 Development Layout The proposed development consists of a 6 unit multiple-residential development with 1 basement level providing parking to 10 resident bays and 2 visitor bays on ground level. Refuse collection is proposed to be undertaken via kerbside collection, with the respective 240L bins stored at basement level. Waste generation estimates are provided in Section 4.3. 3.2 Proposed Vehicle Access It is proposed that vehicular access for the development will be provided via a 5m wide RS-049 driveway given access will be for User Class 1 light vehicles only. The proposed crossover and driveway width is considered sufficient to allow for safe passing of vehicles. Refer to swept paths in Appendix B. Due to the constrained nature of the subject site (which measures approximately 11.8m between the northern and southern boundaries), it is proposed that the basement parking area will be accessed via a two-way crossover and driveway which tapers down to a 3.5m wide single lane access to the basement level. It is proposed that a signal-controlled system be installed between the ground and basement levels to assist circulation for vehicles entering and exiting the residential car parking area. The Noosa Shire Planning Scheme 2020 reverts to the standard drawings published by the Institute of Public Works Engineering Australia, Queensland (IPWEAQ) for crossover design. Regarding other key access parameters, the Planning Scheme reverts to ‘AS2890.1’. Table 3.1 details the access parameters in accordance with the requirements outlined in ‘AS2890.1’ and IPWEAQ standard drawing ‘RS-049’, where compliance is not achieved, further information is provided below.
