Traffic Impact Statement
51 Elanda Street TIS 2024-11-25 Not to exceed 15% and in Gradient across verge Not to exceed 15% accordance with IPWEAQ RS- Compliant 050 The driveway crossover will be designed as an IPWEAQ RS-049 and finalized during detailed design prior to Operational Works approval. The development proposal generally complies with ‘AS2890.1’ requirements; however, the following aspects of the car park design have been resolved with alternative solutions: 3.2.1 Traffic Signal System Operational Overview As noted above, it is proposed that a signal-controlled system will be installed to assist circulation between vehicles entering and exiting from the residential car parking area, the ramp and the driveway. The system will include a traffic signal at ground level where vehicles can stop in the widened driveway to allow opposing vehicles to exit before entering the basement. Traffic signal will be positioned to be observed from the driveway with a hold bay at ground level where vehicles can wait upon a green phase to enter the site, although priority will always be given to entering vehicles. The system will be controlled by red and green traffic signals positioned in highly visible locations. Given the manoeuvring space required to enter and exit the basement level, there is no opportunity to introduce a hold bay at this level. Consequently, it is proposed that each resident will be provided with a remote control which will activate the traffic lights once they intend to exit their parking space. Appropriate signage will be installed to direct visitors to the location of the visitor parking space at ground level, it is considered practical to alert visitors not to enter the basement level. This would negate the need for visitors to enter the Basement and have to turn-around. In relation to the operation of the traffic signal and car stackers, the following two scenarios describes its operation. Scenario 1 – Car Entering • A vehicle entering will have priority green unless an opposing vehicle is already approaching on the ramp whereas the signal will be red and the driver will need to wait at the hold point. After the required clearance time the signal will turn green. • 15 seconds for the car to travel down the ramp and into the basement level. • Parking time per vehicle – 10 seconds Scenario 2 – Car Exiting • The driver will activate the traffic signals in the vehicle bays by means of using a resident remote control. Once the signal turns green the vehicle will leave the bay • 10 seconds for car to leave parking bay and traverse to the base of the ramp • 15 seconds to drive up along the ramp. 9
