3.3.2 Provision
The existing on-site parking provision of 110 spaces represents a surplus of two long-term spaces,
44 short-term spaces and one drop-off / pick-up bay compared to the total parking requirement
for the proposed expansion. Therefore, the existing parking provision complies with the
requirements of Council’s Driveways and Parking Code.
3.3.3 Persons with Disabilities (PWD) Parking
The Building Code of Australia (BCA) requires that PWD parking be provided at a rate of one space
per 100 regular parking spaces at Class 9B developments (ie schools) and designed in accordance
with Australian Standards AS2890.6 Parking Facilities Part 6: Off-Street Parking for People with
Disabilities. AS2890.6 requires that PWD spaces be dimensioned 2.4m wide by 5.4m long, with
an adjacent 2.4m wide shared area. A bollard is required to be installed in the shared area to
prevent vehicles obstructing use of the shared space. Provision of two PWD spaces is required by
the BCA, based on a total on-site parking provision of 110 spaces.
The existing school provides one PWD parking space and an adjacent shared area in the visitor
parking area. The dimensions of the parking space and shared area comply with AS2890.6
requirements, but no bollard is installed in the shared area. It is recommended that one additional
PWD space and a bollard be provided in accordance with BCA and AS2890.6 requirements, at
the time that any other maintenance or upgrade work is undertaken in the short-term parking area
in future. In our view, it would not be necessary that this work be undertaken prior to securing
development approval, given that this is an existing arrangement and the proposed expansion
does not warrant additional PWD parking to be provided.
3.4 Commercial Vehicle Servicing
No changes to the existing commercial vehicle servicing arrangements are proposed. The proposed
increase in student enrolment capacity is not expected to significantly increase the servicing
demands of the site. Therefore, the existing servicing arrangements are expected to be sufficient to
cater for the servicing requirements of the proposed expansion.
3.5 Active and Public Transport
3.5.1 Pedestrians
The student mode share data indicates that active transport accounts for 1% of student trips to and
from the school. It is expected that the mode share of additional students accommodated by the
proposed expansion will be similar to the existing mode share (ie one additional student travelling
by active transport). Therefore, the proposal is not expected to significantly increase the demand
for pedestrian and cyclist facilities.
Nevertheless, to improve the safety of existing pedestrians and cyclists at the school, it is
recommended that school management investigate the following changes:
provision of a dedicated pedestrian entrance on the northern side of the vehicular driveway
from Cooroy Belli Creek Road, to cater for the majority of students who arrive / depart to
and from the north
provision of additional pedestrian crossings within the short-term parking area, to facilitate
safe pedestrian access between school buildings and parked vehicles
