SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2022
Price:
Price is allocated a weighting of 35% within the evaluation framework.
The weighting allocated to price is similar to the weighting allocated to capability and
delivery. This reflects the importance of achieving required service levels and revenue
levels at the Holiday Park through contract delivery.
The submission from 1EIGHT returned a lower score for pricing as the annual contract
cost is $70,385 higher than the alternate tender submission.
Environment and Sustainability:
1EIGHT provided their Environment, Social and Governance Policy and Plan (ESG Policy
and Plan) within their submission.
Their submission demonstrated a high level of commitment to positive sustainable change
and outlined their organisational goals and objectives.
The ESG Policy and Plan applies to all 1EIGHT’s organisational management, leased
operations and management contracts.
The submission included several examples of ESG initiatives that are specific to the
holiday park industry. These relate to sustainable goods, sustainable equipment and
operations, energy reduction, employee training courses, local procurement and
implementation of practices to support improved environment and sustainability
outcomes.
The submission described how initiatives would be delivered to support Council’s zero
emission targets.
Financial Capacity:
AEC Group Ltd was commissioned by Council to undertake a financial capacity
assessment of the two (2) entities tendering for management services of the Noosa River
Holiday Park.
The purpose of the assessment was to evaluate the relative financial stability and strength
of each tenderer, and the degree of relative risk associated with each tenderer’s ability to
meet the requirements of the services contract.
To comply with Council’s Tenderer Financial Capacity Assessment Policy Guideline, the
Evaluation Panel obtained additional information from 1EIGHT to validate their capacity
to deliver the contract.
The additional information provided by 1EIGHT was deemed by the Acting Director
Corporate Services to sufficiently satisfy Council’s financial capacity requirements.
Experience, Capacity and Track Record
1EIGHT manages seven (7) other holiday parks in Queensland, across several other
Local Government areas.
Their submission clearly outlined that Council’s required contract services are currently
being provided within other Local Government areas.
Council was provided with a clear demonstration of 1EIGHT’s experience and approach
to management of holiday park facilities, including examples of systems, employee
frameworks and ability for the approach to scale across additional holiday park
management contracts.
The submission clearly outlined the capacity for 1EIGHT to deliver the contract, describing
the resourcing approach and application of other established organisational capacities
such as marketing and facility management.
