SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2022
Contribution to Local Economy
The submission from 1EIGHT included their Local Procurement Policy and Plan, which
includes a commitment to source goods and services from within the region.
Methods such as a local procurement ring are used to manage selection of suppliers and
contractors and minimise out-of-region procurement.
The Local Procurement Plan references working with local suppliers and contractors,
including identifying sourcing gaps and providing local businesses with the opportunity to
expand their business capability.
1EIGHT has a Regional Growth Program, with an adopted approach to engage personnel
that live close to the place of employment.
WHS & Quality Systems
The submission from 1EIGHT included submission of comprehensive safety management
and Work Health and Safety policies.
The submission clearly demonstrated their organisational commitment to Work Health and
Safety.
Evaluation Summary
BelgraviaPRO scored similarly or higher than 1EIGHT for criteria such as experience,
track record, environment and sustainability, WHS and quality systems, and financial
capacity. This accounted for 20% of the evaluation weighting.
BelgraviaPRO scored lower than 1EIGHT for contribution to local economy, which
accounted for 5% of the evaluation weighting.
BelgraviaPRO scored lower than 1EIGHT for capability and delivery of the contract scope
and specifications, which accounted for 40% of the scoring.
Overall, the submission from BelgraviaPRO scored less than 1EIGHT for non-price
criteria, accounting for 65% of the evaluation weighting.
The Evaluation Panel determined that BelgraviaPRO’s submission didn’t adequately
demonstrate how the contract scope, services or specifications would be delivered.
BelgraviaPRO was provided with the opportunity to provide further information through a
post-tender request for clarification. The post-tender response submitted by
BelgraviaPRO did not adjust their scoring.
Inadequate delivery of the contract scope and specification is a direct risk to maintaining
revenue and service levels at the Holiday Park
Profits generated from the Noosa River Holiday Park are utilised to offset general rate
increases.
Despite the lower price tendered by BelgraviaPRO, their non-price criteria scoring was
insufficient to achieve a higher score overall.
