SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2022
4. STAFFING & PEOPLE
NLC has one full-time staff member (NLC Coordinator) and approximately 15 casual staff. There
is currently one PPT role that is unfilled and being facilitated with the use of casual labour. The
NLC Coordinator completed a 3-month acting role as Community Facilities Manager at the
beginning of 2022 to assist in maintaining business continuity for the branch until this role was
filled.
Staff have continued to work well together throughout the year, ensuring Covid-19 systems and
requirements were upheld in and around the various restrictions and lockdowns. The second
half of the year certainly provided an opportunity for staff to re-engage heavily back into some
normal operating hours and business as usual.
There has been some natural staff turnover because of changing environment which has
stretched the operations at times, but overall, the facility has delivered in an efficient and
effective manner.
The NLC and the Community Facilities branch has been in the process of reviewing the long-
term staffing needs and structure of the facility. This has been undertaken in the back half of
this year and will be followed through in more detail across the following 12 months and will
entail:
Creating new FT and PPT roles to better align the EFT mix to service the needs of the
facility, and to reduce the reliance of casual workforce.
Implement a staffing structure that provides greater depth of skills, achieves improved
employment continuity, and provides continued high service levels and better fits the
business needs now and into the future
Creation of a LAWA (Local Area Work Agreement) for the NLC workforce.
5. SYSTEMS, PROCESSES, AND INITIATIVES
With the assistance of Council’s Covid-19 Taskforce NLC was activated as a temporary
Covid-19 testing site for a few days over the Christmas / New Year break and then utilised
as a vaccination clinic for the entire month of January. While the stadium was used for the
entry and exit of participants being vaccinated, the facility was able to continue running
some non-stadium programs during this time.
