5.6.          OVERLAYS
The following overlays are noted from the Planning Scheme to trigger over the site:
▪     Land subject to Acid Sulfate Soil
      ‒   5m AHD or Below
      ‒   Above 5m AHD to 20m AHD
▪     Biodiversity, Waterways and Wetlands
      ‒   Area subject to Riparian Buffer Overlay

          •    Riparian Buffer Area
▪     Bushfire Hazard
      ‒   Potential Impact Buffer
It is noted that the Riparian Buffer Area is triggered due to a mapping area, as the identified overlay is
located along the property boundary but does not extend within the site area. As such, this overlay and the
subsequent code are deemed irrelevant.
An assessment of the relevant Overlay Codes are provided within Appendix L.

5.7.          CATEGORY OF DEVELOPMENT AND ASSESSMENT
A review of the Planning Scheme, as the categorising instrument, has determined that the proposed
development is classified as Assessable development against the Planning Scheme.
From this confirmed category of development, the level of assessment can be determined through the tables
of assessment for the applicable zone, as detailed below:
▪     Low Density Residential zone
      ‒   Material Change of Use for Health Care Services – Impact Assessment
      ‒   Material Change of Use for a Hospital – Impact Assessment.
As a result of the Impact Assessment triggered by the proposed uses, the overall development will
subsequently trigger Impact Assessment as it is the highest assessment level applicable to the proposal.
As such, the proposed development will require assessment against the Strategic Framework of the
Planning Scheme, in addition to the provisions under the applicable overlay and zone codes.

5.7.1. Assessment Benchmarks
In addition to the Strategic Framework of the Planning Scheme, the following assessment benchmarks are
considered relevant to the proposed development:
