A response to the relevant codes can be found in Appendix L with exception of the Bushfire hazard overlay
code.
It is acknowledged that although the Acid sulfate soils overlay is triggered for assessment, an acid sulfate
soils investigation has not been provided, and is recommended as outlined in Appendix E. As such, it is
requested the an acid sulfate soils management plan be conditioned as part of an approval.
5.7.2. Strategic Framework
Of the strategic outcomes in place under the strategic framework, Settlement, Community Wellbeing,
Transport and Movement and Natural Hazards and Resilience are considered the most relevant, as outlined
below:
Settlement
The proposal for urban development is confined within the Urban Boundaries area, and has been designed
with consideration for individual community character, natural hazards and the delivery of infrastructure and
resources. The scale of development maintains the low-rise character of Noosa, and maintains new growth
in the existing urban area of Tewantin.
The development contributes to the built environment of the “Noosa style” through an excellent architectural
design and built form outcome. The development maintains a low-key style through it’s low rise scale and
breaks in form, and avoids features seen in larger metropolitan areas such as extensive signage. Finally, the
proposal will utilise efficient design, energy and materials options where possible.
Community Wellbeing
The development contributes to the needs of all generations by providing important health and medical
services and facilities, as well as providing a notable opportunity for local employment. The proposal also
provides a high-quality design outcome that incorporates CPTED principles where possible. The proposal
adds to the wide variety of health and wellbeing services in the Noosa area, with the design of the
development maximising accessibility and adapting to the changing needs of the locality.
Critically, the development provides for additional health services which, although not located at the Noosa
Business Centre, is located adjoining to the Noosa Hospital site. This consequently addresses the strategic
outcome for expansion of the hospital and health-care services to meet the needs of the community.
Although the proposal does not result in a direct expansion of the hospital itself, the location of development
directly adjoining the Noosa Hospital site provides for the same outcome in providing improved health-care
services and opportunities in an accessible manner.
Transport and Movement
The development allows for integrated land use and transport and the transport system to support the
preferred pattern of settlement by providing an infill development outcome. The serviceability of the site from
nearby bus stops and cycling infrastructure supports active and public transport options to the site.
It is acknowledged that whilst the proposal provides for parking and vehicle access to priorities private cars,
this is to allow for the development to provide for better service to the wider Noosa community who may not
be able to access the site via other means. In response to this, carparking is designed in a manner that is
largely obscured from view from the public realm, protecting streetscape and pedestrian amenity.
