6. KEY PERFORMANCE SOLUTIONS
As detailed previously, a comprehensive assessment of the proposed development against the relevant
Assessment Benchmarks is attached in Appendix L of this report. The development does not compromise
the purpose of the relevant Assessment Benchmarks and is capable of fulfilling Performance Outcomes and
Acceptable Outcomes. The following provides an assessment of how the proposal complies with the key
specific outcomes considered to be of most importance.
6.1. COMMUNITY ACTIVITIES CODE
6.1.1. Location & Effects of Use
PO1 and PO3 of the Community Activities Code provide the following outcomes:
PO1
Community activities are located in a zone and on a site suitable for its intended purpose, is
accessible to its patrons and supported by adequate infrastructure and services; and
PO3
Community activities are of a type, scale and intensity consistent with the zone, locality and
character of the area in which it is located.
It is acknowledged that the proposed development comprises Health Care Services and Hospital uses which
are located within the Low-Density Residential Zone. Notwithstanding, the proposal represents a logical
expansion of the adjacent Noosa Private Hospital which will be operated by the same entity as the current
Hospital. The following sets out how the proposal achieves a satisfactory outcome, having regarded to its
design and location:
▪ Broadly speaking, the development is intended to provide both additional health care and hospital
services to the local population, and also free up space within the existing hospital to accommodate an
increase in the existing services of the current hospital. For example, space within the existing hospital
may be able to be used to expand current services such as the emergency department;
▪ The proposed development is located immediately adjacent to the existing hospital and therefore
achieves the overall outcomes sought by this code which promote co-location.
▪ The ability to expand the existing hospital is constrained by site layout issues and by environmental
constraints. Whilst it could be argued that buildings at the existing hospital could be redeveloped and
made taller to accommodate additional services, the reality is that this would require parts of the existing
hospital to close for a period of time whilst the new buildings are constructed. This is not an outcome
which is accepted to the hospital or the community who rely upon services at the hospital. The other
option for expansion of the current hospital is to expand into the undeveloped vegetated parts of the site.
However, this is problematic given the undeveloped parts of the site are mapped as containing Koala
Habitat Areas which are protected from removal under State assessment benchmarks. On the basis of
these two points, the expansion of the existing hospital on its current site is not possible.
6.2. LOW DENSITY RESIDENTIAL ZONE CODE
PO1 and PO2 of the Low Density Residential Zone Code provide the following outcomes:
PO1
Development provides for low density, predominantly detached housing on a range of lot sizes
consistent with the character of the area, which meets the needs of current and future resident
populations including small households, older persons, people on low incomes and people
with special mobility needs.
PO2
Land uses are limited to those which are compatible with low density living in urban
neighbourhoods.
