It is acknowledged that the proposal cannot complies with PO1, and will require consideration against PO2.
The following supports how the proposed development is compatible with low density living and complies
with PO2:
▪   The site on which the development is proposed is located immediately adjacent to the existing Noosa
    Private Hospital, which is a 24/7 operation, providing emergency care to the Noosa Community. Notably,
    the Emergency Department is located the northern end of the existing hospital, in relatively close
    proximity to the existing low density residential area. Therefore, the existing residences will already be
    subject to some degree of impact from the operation of the current hospital;
▪   The proposed development will operate in a different manner than the current hospital. Firstly, there will
    be no public access to the new developed without appointments. Patients will visit the site at the
    nominated time, which will be during the day, and will generally exit the site prior to the end of business
    hours. Therefore the new development is considered to provide a reasonable buffer between the
    existing residents to the north and east and the more intensive part of the existing hospital which operate
    24/7;
▪   The design of the development includes extensive architectural treatment through variations in materials,
    colours, articulations and breaks in forms provides an aesthetically pleasing visual outcome. Notably,
    the buildings have been broken up into two distinct forms, with a smaller building with a residential scale
    located on the Goodchap Street frontage and the larger building located towards the centre of the site to
    minimise impacts on adjoining premises.
