RECOMMENDATION
That Council note the report by the Manager Financial Services to the Services & Organisation
Committee Meeting dated 6 December 2016 and
A. Approve the appointment of Commonwealth Bank of Australia (CBA) as the provider of
banking services to Contract 15/16 T104; and
B. Approve the contract for a period of five (5) years with consideration to extend the contract
for two terms of up to twenty-four (24) months each.
REPORT
In preparation for de-amalgamation from Sunshine Coast Regional Council in 2014, Council
entered into a contractual arrangement with the CBA for the provision of banking services for a
period of 12 months with options to extend. After extensions through until December 2016,
tenders were called by Local Buy through LG Tender Box and have been evaluated in
accordance with a Council’s pre-determined evaluation criteria and probity plan.
The term of this contract is five (5) years, plus two (2) optional terms of twenty-four (24) months
each; with the initial contract term (5 years) to be contracted at an estimated gross cost of
$1 million.
A Request for Tender (RFT) for 15/16 T104 Banking Services closed on Tuesday 21 June 2016
with a total of six (6) tender submissions from five (5) companies:
• Australia & New Zealand Bank (ANZ)
• Bendigo and Adelaide Bank (Bendigo)
• Commonwealth Bank of Australia (CBA)
• National Australia Bank (NAB)
• Westpac Banking Corporation (WBC)
The CBA submitted both a conforming and alternate submission. The evaluation team deemed
the alternate submission non-conforming and removed it from the evaluation process due to the
limited time available to take up the offer under the current State Government Arrangement term.
The evaluation of the remaining five (5) submissions considered both price and non-price
elements, including capability and experience, and core service provision.
