Material Change of Use – Outdoor Sport and Recreation (Temporary Use)

      • Passive acoustic profile: Rowing training involves single rowers, no amplified sound, no events, and no
group instruction, resulting in an acoustic profile that is consistent with, or below, the existing park
           environment.
      • Separation to residential uses: The nearest sensitive receivers are located approximately 100 metres from
the activity area, providing a substantial buffer that further ensures residential amenity is protected,
including limiting the use of the development to daytimes.
Importantly, the Lake Macdonald Park are publicly accessible 24 hours a day, meaning the site already experiences
a baseline level of pedestrian movement and ambient activity outside standard daytime hours. Against this existing
condition, the proposed operating hours do not introduce unreasonable or unexpected activity and remain well within
reasonable community expectations for a permanent public open space.
The operating hours are further supported by the Operational Management Plan and Rowing Queensland – aligned
Code of Conduct, which include explicit behavioural and noise-awareness provisions to ensure respect for
surrounding amenity and other park users.
In addition, the proposed training activity during early morning and afternoon periods provides an additional safety
benefit consistent with CPTED principles. The regular, predictable presence of responsible users within the park
increases passive surveillance, reinforcing natural monitoring of the area and discouraging inappropriate or
antisocial behaviour during low-use periods. This outcome contributes positively to public safety and the overall
function of the park.
When considered in the context of the limited scale of the development, the absence of events, the low acoustic
profile, the 24-hour accessibility of the park, and the CPTED benefits associated with increased passive surveillance,
the proposed operating hours are appropriate and well-justified.
Accordingly, the suitability of the proposed operating hours is demonstrated through the detailed code assessment
and operational controls, and is not contingent on the preparation of a separate acoustic report.

6.2.5. Building Presentation
The Recreation and Open Space Zone Code includes provisions relating to building presentation and integration with
the surrounding streetscape and landscape, including those set out in Acceptable Outcome AO21. These provisions
seek to ensure that buildings are appropriately articulated and incorporate finishes and treatments that reflect the
surrounding environment, including vegetation and open space character.
The proposed development responds positively to these requirements. While the functional need of the rowing club
necessitates a simple and durable storage structure, the presentation of the container has been carefully considered
to ensure it is compatible with its sensitive parkland and botanical garden setting.
Discussions with relevant stakeholders, along with pre-lodgement advice, identified opportunities to improve the
appearance of the proposed container to better align with the intent of the code. In response, design measures have
been incorporated to soften the built form and enhance its visual integration with the surrounding landscape.
These measures include the potential addition of a small, lightweight roof structure to provide articulation and
reduce the visual bulk of the container, as well as a painted external finish designed to blend with the surrounding
vegetation. The painted finish may be created by a local artist, further enhancing the visual interest of the structure
and reflecting the cultural and natural values of the Lake Macdonald Park. This approach aligns with AO21 by
introducing surface treatments and artistic elements that respond to the landscape context and reduce the utilitarian
appearance typically associated with shipping containers. Seqwater welcomes the assessment manager to impose
