Material Change of Use – Outdoor Sport and Recreation (Temporary Use)
reasonable and relevant conditions, should support for the proposed development be given, to require a painted
external finish to the container, including artwork to add visual interest.
The structure will remain low in height, visually recessive, and subordinate to the landscape, ensuring it does not
detract from the open space or parkland character of the site. No illuminated signage or reflective materials are
proposed, further minimising visual impacts.
Overall, the proposal demonstrates an appropriate response to the Building Presentation provisions of the
Recreation and Open Space Zone Code by:
• Incorporating articulation and surface treatments reflective of the surrounding vegetation and landscape;
• Responding to stakeholder and pre-lodgement advice to improve visual outcomes; and
• Ensuring the built form remains modest, recessive, and compatible with the open space setting.
Accordingly, the development achieves the intent of AO21 and delivers a building presentation outcome that is
suitable for its recreational and botanical garden context.
6.2.6. Technical Reporting
6.2.6.1. Operational Management Plan
A Draft Operational Management Plan (OMP) has been prepared and submitted in support of the proposed temporary
relocation of the Lake Macdonald Rowing Club. The OMP has been developed in accordance with a Rowing
Queensland – aligned Code of Conduct and provides a clear and structured framework for the ongoing management
of the activity.
It is noted that the submitted OMP is a draft document prepared to support the development application and
demonstrate the proposed management framework for the temporary relocation. The OMP may be refined in
consultation with Council during the assessment process to address any reasonable operational requirements. Once
agreed, a final Operational Management Plan can be endorsed and conditioned as part of any development approval,
ensuring the ongoing operation of the use is undertaken in accordance with Council-approved management
measures.
The OMP establishes operational controls that ensure the use is conducted in a manner that protects residential
amenity, park users, environmental values, and public safety. It addresses all relevant operational matters
associated with the low-intensity recreational use, including member behaviour, noise awareness, site use protocols,
safety procedures, and environmental stewardship.
Key elements of the OMP include:
• Clearly defined operational parameters, including member-only use, limited numbers on site, and
training-only activities;
• Behavioural expectations consistent with Rowing Queensland standards, promoting respectful conduct and
minimisation of noise and disturbance;
• Explicit measures to manage amenity impacts, including noise awareness, avoidance of congregation, and
adherence to daylight hours only;
• Procedures to ensure safe access, use of shared public infrastructure, and respectful interaction with other
park users; and
• Ongoing responsibility for compliance, monitoring, and enforcement by the club committee.
