SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 DECEMBER 2021
In accordance with Chapter 6, Part 3 of the Local Government Regulation and Council’s
Procurement Policy, Council invited written tenders for the design and construction of a new half
pipe and was issued as lump sum contract.
Council invited written tenders via the Council VendorPanel e-portal on 18 October 2021 and
advertised the tender within the Noosa Today publication on 22 October 2021, with responses
closing on 12 November 2021.
Three (3) responses were received within the VendorPanel e-portal from the following suppliers in
alphabetical order:
Revolution Action Sports Concepts Pty Ltd
Riple Pty Ltd T/as Ashley Wild Ramps
Trinity Skateparks Pty Ltd
All submissions received were deemed conforming tenders after an initial compliance review of all
the responses to ensure responses met the minimum tender requirements.
2. Tender Evaluation
The conforming tenderers were evaluated using Council’s Weighted Attribute Evaluation
spreadsheet against the following evaluation criteria and weightings:
Criteria Weighting
Price 35%
Capability & Contract Experience 10%
Resourcing & Personnel 10%
Methodology 15%
Quality 5%
Health & Safety 10%

Contribution to Local Economy 10%
An evaluation was conducted by the Evaluation Panel consisting of the following members of staff:
Project Officer (Contract Administrator)

Acting Asset Planning Manager
Workplace Health and Safety Advisor (Safety Only)
Each member of the Evaluation Panel read and declared that they understood and accepted the
probity requirements, which includes a declaration of conflicts of interest and confidentiality.
Attachment 1 – Evaluation Spreadsheet presents the evaluation outcome of the conforming
submissions against the above criteria.
The tender evaluation panel completed the evaluation process and considered Revolution Action
Sports Concepts Pty Ltd to be the most advantageous to Council, presenting the best value for
money. Revolution Action Sports Concepts Pty Ltd’s tender submission is most favourable based
on their tender demonstrating the following:
Experience undertaking projects of similar size and scope across Australia;
Adequately resourced;
A detailed methodology demonstrating their understanding of the scope;
Comprehensive policies and procedures to manage safety, quality and environmental impacts
throughout the contract.
3. Next Steps
