The proposed signage is considered to be consistent with the above outcomes and specifically,
will improve the visual qualities and streetscape character of Hastings Street. In addition to the
design of the proposed new signs being contemporary and having an appropriate scale, height
and face area, the proposal will result in the total number of free standing signs along Hastings
Street being reduced from five (5) to two (2) free standing signs. Furthermore, the proposed
signs are associated with existing approved uses focused on visitor accommodation,
entertainment, dining and the tourism and hospitality sectors.
6.3 Planning Overlays and/or triggers
The site is identified being included on two overlay maps, specifically the Noosa Heads
as
Natural Hazard: Landslide and Flooding Overlay Map (OM6.3) area subject to minimum floor
-
height, and the Noosa Heads Natural Hazard: Bushfire and Acid Sulfate Soils Overlay Map
(OM6.4) -
high potential ASS O.5m AHD.
The level of assessment table for the natural hazards overlay does not identify operational
works, being the placement of an advertising device on premises, as assessable development
against the code. As s ch, an assessment against the natural hazards overlay has not been
undertaken on the basis that the code is not applicable.
6.4 Codes
The level of assessment table for the Noosa Heads Locality identifies that the Advertising
Devices co~e is the only applicable code for this application. A full assessment against the
provisions of the Advertising Devices code is contained within Appendix C of this report.
Section 14.74 of the Advertising Devices code states that the overall outcomes are the purpose
of the code. The following overall outcomes are considered relevant to the assessment of the
application:
a) advertising devices complement and do not detract from the desirable characteristics of
the natural and built environment in which the advertising devices are exhibited;
b) advertising devices are designed and integrated so as to minimise visual clutter;
c) advertising devices do not detract from the visual amenity of the major road network nor
from the rural or residential amenity enjoyed by residents of and visitors to Noosa; and
d) advertising devices are safely constructed and secured and do not create a hazard.
It is considered that the proposal achieves a high level of compliance with the overall outcomes.
In particular, the proposed signs are of a contemporary and integrated design, include high
quality finishes and will maintain an appropriate human scale to the surrounding streetscape
and as such, will complement the visual amenity, qualities and character of Hastings Street.
The proposal also achieves all of the specific outcomes of the code and achieves a high level of
compliance ,with most of the probable solutions. The main area where the proposal provides an
alternative solution for Council’s consideration, is in respect. to the maximum number of
freestanding signs per frontage. Specifically, S6.3 of the code identifies a probable solution that
limits freestanding signs to 1 sign per frontage. The application proposes a total of two (2)
freestanding signs along the Hastings Street frontage of the site; one (1)sign to accommodate
the Sheraton branding and directional information and the second freestanding sign to provide
menu information for Cato’s Restaurant.
