3. The Process
A well-developed Destination Management Plan is informed by a robust evidence base, aligned to
significant and meaningful engagement with both the community and key regional stakeholders,
opinion leaders and influencers.
It considers all aspects of the visitor economy – the visitor experience, the marketing and promotion
of the region and the implications and constraints of resource management on the future growth of
visitor economy.
The process agreed by the Executive Team, Leadership Group and Councillors for the
implementation of the Destination Management Process was:
Phase 1 Initial Briefing
Phase 2 Investigation
Phase 3 Draft DMP Written
Phase 4 Socialisation of Draft DMP
Phase 5 Endorsement of DMP
We are now in Phase 2 of the project, and it is proposed to bring the DMP process into alignment
with other Council policies and strategic plans and convene a PCG to guide and advise on the next
phases of the project.
4. The Project Control Group
a. Composition
It is recommended that the Project Control Group (PCG) comprises of the following
members:
Mayor Noosa Council (Chairperson)
Councillor 1 Noosa Council
Councillor 2 Noosa Council
Chairman Tourism Noosa
CEO Earthcheck
CEO Noosa Council
Director ESD Noosa Council
b. Primary Role
The primary role of the PCG will be to provide information and advice in the development of
a Destination Management Plan, informed by robust evidence-bases and collected and
analysed by Council Officers as part of this process.
Critical to the Destination Management process and therefore to the Terms of Reference that
guide the PCG, is a genuine commitment to ensuring that “people and their place” are at the
forefront of any recommendations or actions being tabled by PCG members as part of the
process and/or the plan.
Terms of Reference from the PCG are attached as Attachment 1 to this document.
NOTE: An internal Advisory Team was also convened at the outset of the process to provide
advice, oversight, and enable informed decision making.
