5. CONCLUSION & REASONS FOR DECISION
The application seeks to develop 3 future lots which form part of the recent Business Centre
reconfiguration approval. Specifically, approval is sought for 90 dwelling units which will be situated
within 3 x 3 storey buildings. All the 90 dwelling units have a gross floor area under 100m2 and are
therefore ‘small dwellings units’. The development is a consistent use within the zone/precinct with
the planning scheme seeking the delivery of small dwelling units at this location. Assessment of
the application included review by a consulting architect.
The proposal seeks variation to the scheme provisions with regards to height, front setback and
maximum number of car parking spaces. The application also seeks that the allowable plot ratio
be assessed based on the area of each future lots as opposed to the total area of these lots as
there is a benefit in considering the plot ratio based on the area of each future lot. Furthermore, a
minor intrusion into the 10 metre wide Environmental Management and Conservation Zone to the
rear of the site is also proposed.
The variations are supported on the basis that they will not result in detrimental effects on the
surrounding area and are considered reasonable in context of the site and the development
proposed. Accordingly, the application is recommended for approval subject to conditions.
