EXECUTIVE SUMMARY
This report provides a recommendation for the process for the award of the contract of the preferred
supplier for the Noosa Spit Dredging and Beach Nourishment works (SEMP Project).
For the purposes of the SEMP Project the value of the contract will be over $200K and therefore
the default process is to issue a Public Tender. However, due largely to the time pressures of the
project, in accordance with the permit window, an alternative procurement strategy is sought.
Under the Local Government Regulation 2012 a Tender Consideration Plan (TCP) is an exception
that enables Council to enter into medium sized ($15K - $200K) and large sized ($200K+) contracts
without first inviting written quotes or tenders.
The SEMP TCP enables Council to expedite the procurement process and, whilst it is not required
under the exception, also enables a competitive quotation process to be undertaken with identified
contractors, including as a result of market analysis.
Council officers are seeking the endorsement of Council to undertake this STP process in order to
meet the exceptional timelines allowable due to the environmental overlay of the area in question
and also to ensure value for money is achieved through the contract award.

RECOMMENDATION
That Council note the report by the Project Officer Infrastructure Services to the General
Committee Meeting dated 13 June 2022 and:
A. Resolve to prepare and adopt the proposed Tender Consideration Plan for the procurement
of dredging services for the Noosa Spit Dredging and Beach Nourishment project, under
     section 230 of the Local Government Regulation 2012 and;
B. Delegate authority to the Chief Executive Officer to enter into a contract with a supplier in
accordance with the process contemplated in the Tender Consideration Plan, within the Chief
Executive Officer’s financial delegation, in order to achieve the objectives of the Tender
     Consideration Plan.

REPORT
These works have been programmed to maintain the Noosa Spit and avoid a breakthrough to the
existing development within Noosa Sound and the back of Hastings Street, while also providing a
realigned channel for use by recreational and commercial vessels.
