GENERAL COMMITTEE MEETING AGENDA 13 JUNE 2022
1. Background
Council has committed to the completion of the Noosa Spit dredging & beach nourishment works
(of Dog Beach). Council has obtained the required environmental permit to complete the dredging
and nourishment works.
Due to the environmental overlay of the area, the dredging works must be completed by 30
September 2022 to comply with the permit conditions which leaves only a very small window to
engage a specialist contractor and complete all the required dredging works.
As a result of the timeframe pressures, a procurement strategy has been developed in partnership
with Council’s Procurement Team that aims to maximise the timeframe for completion of the
project, whilst at the same time providing for a competitive quotation process that allows Council
to achieve a value for money outcome.
2. Procurement Process
Due to the timeframe pressures of the project, and in accordance with Section 230 (2) of the Local
Government Regulation 2012, a Tender Consideration Plan (attached) was considered the most
appropriate method of procurement. In accordance with the Regulation the attached Tender
Consideration Plan (TCP) states the following:
1. The objectives of the Plan,
2. How the objectives are to be achieved,
3. How the achievements of the objectives will be measured,
4. Alternative ways of achieving the objectives,
5. Proposed Terms of the Contract,
6. Risk analysis of the market
As outlined in the attached TCP, as a result of the market analysis undertaken by the Project Officer
and due to the noted time pressures, an Invitation to Quote (ITQ) has been issued to three (3)
identified contractors, for evaluation against the following criteria:
Criteria Weighting
Price 30%
Capability, Resourcing, Contract 20%
Experience
Methodology 25%
Quality 5%
Health and Safety 5%
Environment and Sustainability 10%
Contribution to Local Economy 5%
It has also been noted in the Invitation to Quote to these contractors that, in addition to the outcome
of the evaluation, any resulting contract will be subject to Council approval – in this case including
the adoption of the attached TCP.
Previous Council Consideration
Nil.
Finance
The Noosa Spit Dredging and Beach Nourishment work has a total approved project budget of
$1,236,000. This includes a $990,000 allowance for the required dredging and nourishment works.
Market research of indicative dredging costs of similar works informs that quotations are
anticipated to be within the project’s budget allowance.
