MCU24/0151 DEVELOPMENT APPLICATION FOR MATERIAL CHANGE OF USE FOR OUTDOOR SPORT & RECREATION (ROWING CLUB) AT LAKE MACDONALD DRIVE, LAKE MACDONALD (Referred from Planning and Environment Committee dated 8 April 2025- Item 7.1) · ATTACHMENT 2 - (MCU24/0151) - COORDINATOR PLANNING'S REPORT
PLANNING AND ENVIRONMENT COMMITTEE MEETING REPORT 8 APRIL 2025
Shaping SEQ 2023 (South East Queensland Regional Plan)
The site is located within the Regional Landscape and Rural Production Area of the SEQ Regional
Plan. The proposal is consistent with the regional policies of the SEQ Regional Plan.
Planning Regulation 2017
The proposal is for a sport and recreation activity and is not assessable against the Planning
Regulation 2017 benchmarks for the SEQ Regional Landscape and Rural Production Area given
it has a gross floor area less than 5000m2, does not include any commercial or retail activity or on-
site accommodation.
4.3. Statutory Instruments – Planning Scheme
The subject site is located in the Lake Macdonald area and is zoned Environmental Management
& Conservation Zone under the Noosa Plan 2020. The proposed use is identified as an inconsistent
use within the zone and is required to follow an impact assessable application process.
The application must be assessed against the whole of Noosa Plan 2020 to the extent the
provisions are relevant to the development.
4.3.1 Strategic Framework
The proposal is generally consistent with the Strategic Framework as it will allow for the necessary
improvements to be made to Lake Macdonald, an important water supply for south east
Queensland, while enabling the existing rowing club to be relocated and continue during this time
in a manner that will have minimal impact on the lake and its surrounding natural values.
4.3.2 Environmental Management & Conservation Zone Code
The site is zoned Environmental Management & Conservation and is intended to be protected from
development to maintain its natural and water catchment values. Only low impact recreation and
outdoor sport and recreation activities are intended. This is reflected in the following performance
outcomes of the Code:
PO1 The Environmental management and conservation zone primarily protects land identified as
ecologically important areas, beach protection or coastal management areas and land with
historical or cultural values.
PO3 Low impact outdoor sport and recreation activities such as walking, cycling and canoe trails,
develop for recreation, leisure and nature appreciation purposes and do not include
buildings, structures or infrastructure.
PO5 Development maintains the primary function of the zone and protects ecologically important
areas, water catchments, waterway connectivity, marine plants, beach protection and coastal
management areas and land with historical or cultural values.
The proposal is for the temporary use of the site, is of a small scale and does not impede or impact
the primary function of the zone to protect the ecological and water catchment values. The
proposed structures and works are sited well back from the lake and in a grassed area clear of
existing trees, minimising the potential for impacts on the site’s values.
The proposed structures also have a limited footprint and height consistent with the built form
requirements of the zone code as set out below.
