                                                                                Strategic Asset Management Plan

                           through   the  specification,  creation,   acquisition,  maintenance,    operation,
                           rehabilitation and disposal of assets (where required) to provide for current and
                           future stakeholder and community needs.
                           The key elements of successful infrastructure asset management are:
                           ¢  Ensuring appropriate use and maintenance;
                           *  Optimised utilisation of assets to ensure their full potential is realised;
                           ¢  Considering the full life cycle cost implications of asset decisions at every stage
                              of the life-cycle;
                           ¢  Pursuing reduction or optimisation and integration of those assets not achieving
                              the most productive outcome;
                           ¢  Defining clear responsibilities for asset accountability and reporting; and
                           ¢  Recognising that infrastructure assets must support the Council in the delivery
                              of services to its community.
                          Development of this document demonstrates Council’s commitment to a "rational
                           and realistic" approach to achieving maximum value from the investments made in
                           Council assets.
                           Having a corporate focus on asset management also ensures that the benefits and
                           costs of asset investment proposals are critically examined, taking into account the
                           overall needs of Noosa Council and the community.
                  4.       ASSET MANAGEMENT FRAMEWORK
                           The generic Asset Management Framework, based on the international Asset
                           Management Standard: ISO 55000 is presented in the figure below:
