SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 SEPTEMBER 2017

                                                                                          Noosa Council
                                                                         Strategic Asset Management Plan

                 8. ASSET MANAGEMENT GAP ANALYSIS AND ROADMAP (AM
                         IMPROVEMENT PROGRAM)
                        Noosa Council has developed an asset management “Roadmap” to inform future
                        asset management improvement initiatives. Development of the Roadmap was a
                        fundamental first step in implementing Council’s future Strategic Asset
                        Management Framework.
                        The Noosa Council Roadmap development was facilitated by consultancy services
                        and is underpinned by an asset management capability assessment and gap
                        analysis, based on the Institute of Asset Management (IAM) Self-Assessment
                        methodology.
                        The gaps identified and the improvement initiatives developed to address these
                        gaps were focused on:
                            e Embedding consistent asset management practices across Council,
                               aligned to the International Asset Management Standard: ISO 55000;
                            e Ensuring full understanding of Council asset status, at a level of detail
                               commensurate with the level of service they provide to customers and
                                stakeholders; and
                            e Improving the prudency and efficiency of both financial and operational
                               asset decision-making.
                        These initiatives will be continually reviewed by Council to reflect progress and
                        to address any changes in Council’s business or operational environments. The
                         Roadmap initiatives and their current status is presented in Appendix A:
                 9.     REVIEW AND CONTINUAL IMPROVEMENT
                        Council’s Asset Management Steering Committee (AMSC) will be responsible
                        for reporting progress made and any changes necessary to the Asset Management
                         Roadmap to Council. This will include identification of any barriers to achieving
                        defined asset management objectives and proposed solutions or alternative
                        actions. The AMSC will meet regularly on a 6 weekly cycle and be empowered
                        to identify and escalate any improvement to the Asset Management System at
                        any time, based on:
                            ¢  Changes in the Council business / operating environment;
                            e Stakeholder feedback on the effectiveness of specific Asset Management
                               Framework components;
                            e Adjustments to the priorities of the initiatives being undertaken; and
                            e Risk assessments undertaken at both the asset system and asset class
                               level.
               It is recommended to review the Strategic Asset Management Plan every 3 years to ensure
               it remains updated and relevant to the initiatives being delivered across the organisation.
               Noosa Council’s risk management strategy will also guide future initiatives and assist in
               their prioritisation should the need be identified.

                                                                                                   Page 21 of 70
